The English-Language Arts Content Standards for California PublicSchools (1998) and the Reading/Language Arts Framework for CaliforniaPublic Schools (1999), both adopted by the State Board of Education,define what all students in California, including students learningEnglish as a second language, are expected to know and be able to do.The English-language development (ELD) standards are designed tosupplement the English-language arts content standards to ensure thatlimited-English proficient (LEP) students (now called English learnersin California) develop proficiency in both the English language and theconcepts and skills contained in the English-language arts contentstandards.
